This is an interesting paper which is suitable for publication.
I believe it would be easier to read if it was organized with key
material in the main paper and details such as code in an appendix.
Some more discussion should be given to existing work on
scheduling and load balancing. The Weather Service and related ideas
from San Diego and Tennessee should be referenced.
