I recommend that the authors 1) Improve the english. It is quite good but still a bit quaint at places 2) Focus the paper on the essential contribution "Knowledge-based Sysatem" and change title/organization/abstract etc. accordingly. The other material can be kept as it has pedagogical value but viewed as "context" 3) Have a crisp section really evaluating value and potential of their appreoach as compared to other efforts in academia/commercial world
