This paper seems important work but not suitable for this journal issue
which focusses on computational methods and simulations. I saw no
discussion of such issues.
The paper should either be reformulated with a computational theme
or submitted to a different journal.

The English style of this paper makes it hard to read and this should
be addressed before publication. However at this stage, I would not recommend
going ahead with this as paper seems very different from other papers in this
journal as it does not discuss computing at all. I wonder if the wrong
paper was submitted? The current contribution is not appropriate for
Concurrency and Computation: Practice and Experience
