I have attached the DOE ASCI program's submission for the special issue of 
Concurrency and Computation:  Practice and Experience.  We were not entirely 
clear on the meaning of various sections of the template, and are willing to 
rearrange the paper if necessary.  Regarding refereeing of submissions, we would 
prefer to referee those papers which describe systems most advanced in terms of 
deployment.
