OpenSource Fast Track Paper Review
A)  There is a basic editorial board as now of luminaires
B) There is a dynamic group of potential referees to which anybody can join
    if they meet basic credentials (PhD or PhD Candidate in Computer
    /Computational Science)
   There is electronic Sign in process to become a member of B)
   Members of A) are "elected"

Process
1) Submit Paper Electronically with key references electronic
   Allow references to link to CCPandE Archives (and other affliated
   Journals)
   Thoughtful Preset keywords are checked
2) Use "push" technology to inform members of A) and B) (e.g. Send email)
   Review Clock Starts Ticking for say One Month
3) Submission has 6 type A and 6 type B tokens
   Group B people can check out a B token and review paper in Review Period
   Group A Tokens can be used or assigned by type A people

At end of Review Period
4) Editorial Board comments on Reviews for a period of one week
   Review period can be extended if appropriate
5) Any type B review can be ignored
6) Editor (plus type A people) make decisions as now
7) If not enough valid reviews, use existing mechanisms

8) Each year reward to reviewers proportional to reviews USED
