It is my pleasure to give an unreserved excellent recommendation for Chao Wei 
Ou. I have known him and his work for almost 5 years as a Ph.D. student and 
postdoctoral staff at NPAC. Syracuse Ph.D. students are typically very successful and 
Chao Wei is in the top group of these.
His thesis was very well regarded and involved essentially parallel algorithms and 
a major software implementation. More recently Chao Wei has broadened his skills 
through his involvement in many projects. In particular he has performed excellently in 
Financial Modeling on PC's, databases and the Internet. His work continues to be of high 
quality and I will be sorry to see him leave!
Chao Wei is an excellent team player and writes quite well -- far above average 
for a typical Syracuse student from Asia. These general qualities combined with his 
superior technical skills would make him an excellent IBM employee.
