Minutes of CRC Sub-Committee on FYAP May 3, 2001.

Our group discussed options for the FYAP program and for consortium planning grants.
1.      FYAP program.  There were a number of parameters that we could manipulate: funding level, number of fully funded proposals, matching amounts.  (This past year we budgeted $280,000 for the FYAP program, approximately 40% of our entire budget.)  Each has advantages and disadvantages.  We also discussed the "no teaching rule, that awardees be restricted from any summer teaching.  We eventually narrowed down to two plans.  Plan A involved keeping the award at $10,000, maintaining the "no teaching" rule, and requiring a full match for those who are below the initial funding line.  We envisioned using about 80% of our funds (~$240,000) allocated to FYAP for full funding or 24 awards, and 20% ($40,000) to matching where CRC provided 1/3 and deans (and chairs) provided 2/3, which would yield another 12 awards, or 36 awards (maximum) in total.  If Deans/Chairs did not fully match (2/3), no award would be made.  This would mean that awards would become quite competitive in nature.  We probably average about 45-55 FYAP candidates in the pool in recent years.  Plan B involved allocating up to one month of summer salary, probably $4000-$5000 per award, or setting support for 3 pay periods (with amount varying for awardees depending on base salary), hence funding virtually all FYAP awards per year, and rescinding the no-teaching rule.  We also touched on the issue of erosion of the value of FYAP award over time because of inflation and the need to adjust the award upward over time.  We also noted that in some cases Deans probably already match "fully funded" candidates because of salaries and benefits that are above a cost of $10,000.  Our committee does not wish to recommend one plan over the other, but will leave it to CRC to discuss these alternatives (and any others).
2.      Consortium Planning Grants.  It was noted that outside of CRC there are already some mechanisms in place to support consortium grant funding, such as the PEG, AHPEG, and COE awards.  We do not want to duplicate such efforts.  Nonetheless, we discussed using a proportion of total planning grant funds (currently set at $200,000; perhaps 10% equaling $20,000) to support a grant-writing meeting program where participants met in a location to put the finishing touches on an external grant application (for instance, for an inter-university program project grant application).  The rationale was to encourage activities that were quite proximal to our goal of having people submit proposals for external funding.  As well, some discussion was given to having someone track and report to CRC whether current planning grant awardees submitted applications for external funding at the end of their grant award period.  If they did not do so within an appropriate time frame, they would be barred from re-applying for this award (and perhaps from other programs such as COFRS).  We would recommend initiation of the consortium grant program, subject to fleshing out the details of application and award.
