1 Each application can be more or less „control" by registering with appropriate control-type
2 Passive control types: USERS, SESSIONS, ROOM
3 Active control types: SESSION_ACTIVE, ROOM_ACTIVE
4 Other control types: ALL, NONE, RESTARTABLE
