It is my pleasure to give an unreserved excellent 
recommendation for Chao Wei Ou as a faculty member at National Tsing 
Hua University. I have known him and his work for almost 5 years as a 
Ph.D. student and postdoctoral staff at NPAC. Syracuse Ph.D. students 
are typically very successful and Chao Wei is in the top group of 
these. 
His thesis was very well regarded and involved innovative 
parallel algorithms and a major software implementation of a high 
performance computing system. This shows that Chao-Wei has the mix of 
skills necessary for the approach to computer science that combines 
deep thought with system building. More recently Chao Wei has broadened 
his skills through his involvement in many projects. In particular he 
has performed excellently in Financial Modeling on PC's, databases and 
the very important Web technologies. The database work involved 
preparing a major tutorial on both basic database issues and their 
linkage to Web Servers. The high quality of this work suggests that 
Chao Wei will be a good teacher.
Chao Wei's work continues to be of high quality and I will be 
sorry to see him leave! Chao Wei speaks and writes well in English -- 
far above average for a typical Syracuse student from Asia. This helps 
him interact with the other researchers in the field and is a 
significant asset. I would be happy to supply additional information if 
needed. Chao Wei's talent and breadth of knowledge make him an 
excellent candidate for a faculty position.
