JGAP: A Java-based Graph Algorithms Platform

This is a clearly written paper describing what is a
potentially useful software package.
I had two areas of concern.
1) What is the scope of problems being tackled. For instance
 there are several Java graph programs addressing the
 generation and manipulation of graphical representations of
 systems -- such as those used in software engineering packages
 for the (UML) design of software systems. Does the current
 package address this? If not in what ways does it differ from graph
 packages for this type of problem.
 
2) I didn't see any good description of what was the novel
 contribution of this paper. They suggest it is a very good
 general graph representation but this was not explained
 in a satisfactory way.

I think this could well be published but should be strengthened
