I used Word's tracking option to indicate my changes and its comments option to make added comments. Hopefully this will be a helpful way to have done it. Sorry not to have gotten this to you sooner, but I had lots of family obligations in the past few days. I just talked with David Laidlaw on the phone. Hs is just back from a holiday trip. He is indeed willing and able to be a Co-PI and he will send you his vita. I am also sending him a copy of this attachment so he can see the proposal and make whatever suggestions he has to offer. I suggested that he focus on section 4.4, but that if he was able to do so to please look at the entire thing. That would be really useful to us, since he has the eyes of an outsider of the sort who will be reviewing it! I didn't have time to seriously consider how to shorten it to the proper number of pages, although I made a few suggestions that will help some. I will have time to look at another version in the next two days if you want to include me in the people who get the next copy. If you have enough people already doing that, that is fine too!
