There are quite a work done for such a gateway at Colombia University. they have implemented a SIP-H.323 signalling gateway with limited functionality and released the alpha version.
using that gateway, a SIP endpoint can call an h.323 endpoint or vice versa.
It supports SIP version 2.0 and H.323 version 2.0
it only supports G.711 Mu Low audio
 
features not implemented:

more complex session description translation
integration of video.
advanced call services (e.g., conferencing, call transfer).
