8 Subject: Response Strategy to Address the Emergence of Immediate
9 Terrorist State Threat to North America.
10 This memorandum outlines your responsibilities as a member of the
11 Response Strategy Action Group.
12 Your group must develop a strategy that can drive the actions
13 that U.S. and Canadian civil and military leadership must take to
14 minimize the damage that a cruise missile could inflict on the two
15 nations. The team you are on includes both military and civil
16 organization representation so that we can best integrate a national
17 response.
18 In performing this task, It is important that you to maintain
19 liaison with the North American Aerospace Defense Command, which is
20 responsible for the military aspect of this mission, as well as civil
21 authorities in the effected regions. It is important that we have a
22 collaborative solution that all participants are ready to perform.
23 Of course we will pass on any additional information we obtain to
24 your group.
