Foil 28 Control Types

Each application can be more or less „control" by registering with appropriate control-type
Passive control types: USERS, SESSIONS, ROOM
Active control types: SESSION_ACTIVE, ROOM_ACTIVE
Other control types: ALL, NONE, RESTARTABLE
