Due to FSU not receiving = the contract in time, Syracuse continued paying for the students and = staff till May, 2000. In February, 2001 Dr. Fox started working with = Chris Smith to set up a subcontract to pay back Syracuse from 04/01/00 - = 06/30/00. While asking for approval from Susan Hawkins @ CSC, it was = decided that CSC would pay Syracuse directly in the amount of = $73,464.62. It is my understanding that Susan Hawkins/CSC never = deobligated that money from the FSU contract. More funds were added in = subsequent modifications and we never advised not to spend that money. = This is also noted in a letter to Susan Hawkins dated 01/10/02 from = Barbara Parnell. 2.. The second issue is concerning overage on this contract. Dr. Fox = left FSU 07/01/01 and moved to Indiana . We were working on a = subcontract between FSU and Indiana and had told Chris Smith that we = only had enough money to pay a subcontract in the amount between = $16,000 and $19,000. Chris Smith said it would be better to go with the = original amount of $41,574 that Dr. Fox felt he would need to complete = his subcontract.
