1) Can you tell a parser to ignore certain XML tags so can process document 1n 2 phases?

2) Suppose you have HTML as part of XML element value
<xmlelement><a href="   "> .... </xmlelement>
Do I need to use nasty CDATA Syntax to avoid < being interpreted
inside <xmlelement>
