Very sound proposal which has good ideas which
are well worth investigating in fashion proposed.
They might note work of Fox in ref. 4 on physics
analogies for load balancing -- their proposal goes
beyond these ideas and further there is no existing
available software package implementing ideas such as
those proposed here.

Multidisciplinary implications
a) Interesting science enabled through development
   of better load balancing algorithms
b) Interesting load balancing ideas which are in many ways new
   (renormalization group) and have not (as far as I know) been applied
   to "real science" and have not been developed as a generally useable
   package.

Summary Statement
-----------------
These ideas are not revolutionary but they have novel features and
I believe they proposers have a good team. There is a beautiful
synergy between physics and computer science. The proposal is well written.
I strongly recommend support.
