Assumptions 1) I will have a faculty appointment in Computer science 2) I will have a named professorship 3) I will be involved with CS CSIT and Distance Learning Directly 4) I will have interdisciplinary interactions with other units 5) I will be directly responsible for teaching one course per semester 6) Expertise I bring to the table includes ? Active research program ranging from high performance computing to distance education. All research has an application-oriented flavor. ? Experience with multidisciplinary linkage of Computer Science and applications that started 17 years ago with very successful Caltech Concurrent Computation Program and was extended at Syracuse to “information-related” applications ? Experience running advanced computing infrastructure (at both Caltech and Syracuse) and providing vision for institutional computing systems (as Dean for Educational Computing and Associate Provost for Computing at Caltech) ? Development of probably most complete CSIT-like core educational program in form of very popular Internetics and Computational Courses at Syracuse ? Active member of NCSA – the NSF Partnership in Advanced Computational Infrastructure 7) If I accept offer, I would like to transition from Syracuse to FSU in the time period of January 1 ’00 to July 1 ’00. This can be negotiated between FSU and Syracuse. Suggested Role with Distance Learning (DL) 1) I will have an institutional role as the advanced technology component of the University program. This will involve: ? Strategic advice/seminars such as participation in your upcoming October 8 event. ? Joint (with existing University DL program) project linking WebMC with synchronous capabilities as developed in NPAC's TangoInteractive system. ? Joint state and federal proposals linking leading education technology research with deployment and assessment at FSU 2) I will have a federally funded research program in technology for education based on funding transferred from Syracuse from NSF and DoD 3) I will work with CS and CSIT to develop curricula that can exploit leading edge opportunities in education technology. Suggested Research Responsibilities 1) I will help the university in general and CS/CSIT in particular to grow its research programs in computer science, computational science and informational technology. I understand that this fits with FSU's increased emphasis on research and graduate education. 2) This role involves active program to recruit new high quality graduate students in the CSIT areas of interest. 3) This role involves helping CS/CSIT set up a high quality computer infrastructure supporting both simulation and information related applications and computer science research. 4) This role requires an active research program led by me 5) I will help and encourage other CS/CSIT faculty to start or enhance their research. Suggested Education (Course) Responsibilities 1) Play a leadership role in Education Program of CSIT as described under distance learning. 2) Teach one course per semester 3) It has been noted (in conversations with Ted Baker) that skills of many of current NPAC staff would fit well the software engineering and systems administration tracks in CS Masters programs. Whether I bring people from NPAC or hire new professionals, it seems likely that my research will bring to FSU individuals who revitalize these masters programs. I will explore this with CS and "untenured faculty" appointments could be used to hire such people. Later, I have assumed a model where such people are funded 50% for teaching and 50% (by grants) for software/systems development so that they remain at leading edge Suggested Institutional Roles 1) I will be on faculty in computer science. 2) I will be part of a group of senior faculty guiding and running the development of CSIT. My exact (long term) role in CSIT is unclear as this is both a young program and the nature of other senior hires is unclear 3) I believe that although long term role in CSIT is necessarily unclear, my short term responsibilities with CSIT should be made clear so I can implement the complex move and initial startup effectively in a way that is sensitive to both short term needs (satisfy my sponsors) and long term issues (build the best CSIT faculty and infrastructure in the nation at FSU) 4) Distance Learning has a three-tier structure at FSU. This includes a broad-based program to make classes web-accessible and the focussed distance learning activities built around the Blackboard Campus product. I would have institutional responsibility for the third tier advanced technology research and prototyping. Some General Questions 1) I am unclear in some areas as whether I am responsible to CS or CSIT. This includes teaching assignments, research "credits", "infrastructure. For instance maybe the CS preference would be for me to teach an undergraduate course whereas perhaps for CSIT, a graduate "Internetics" course would be desired. 2) It is not clear to me if it is advisable to bring a large amount of my current funding to FSU. The obvious plus is the research boost to CSIT. Negatives include the effort required in transition, which will distract me from some of the key FSU specific activities that I should start. 3) My initial role in CSIT is unclear to me. I have assumed the following: ? Role in development of CSIT educational curriculum and distance learning experiments ? Role in taking responsibility to implement what I call AITI (Advanced Information Technology Infrastructure) which is the system infrastructure needed to support my research areas, which are essentially (part of) the information technology component of the much larger CSIL. ? Role in helping to develop CSIT in terms of its developing its modes of doing business, writing proposals, helping recruitment. ? Enhancing research in CSIT with my research and graduate student recruiting initiative. Some Requests 1. AITI (Advanced Information Technology Infrastructure) My research and educational roles requires computer systems that support large file systems for multimedia data, databases, web servers as well as distributed computing and education research and prototype deployment. I call this AITI provisionally and assume this infrastructure will be of general value to related activities in CS and CSIT. It could be part of CSIL. I have discussed this with Larry Conrad and show him some details of current set-up at NPAC. Conrad recommends that one does not plan on transferring equipment from Syracuse. Some of AITI can be located in Conrad’s space and some would need to be located in my research group (CSIT). We would make use of Conrad’s Oracle database administration expertise. I believe AITI is needed in any plausible implementation of CSIT. I intend to purchase and install AITI in January 1 ’00 to July 1 ’00 timeframe. Here request is ? Initial hardware purchases to be made and installed starting Jan 1 ’00. UP FRONT $0.75M ? Maintenance and system upgrades. ON GOING $100K per year ? Networking and Systems administration. ON GOING 2 State funded positions (Note these could be existing FSU Staff such as SCRI support staff as I do not intend to bring people in this type of position from Syracuse) 2. “Tier-3” Distance Education Activity I have identified with Alan Mabe, an initial project involving linkage of Tango and WebMC which fits the tier-3 role (advanced technology) and will establish collaboration between my group and the existing FSU organization responsible for WebMC. Such a successful collaboration will lead way to federal and state funded joint proposals. Thus we ask for FSU funding for 1 staff professional and 2 students for 2 years in my group to jump-start our role in FSU distance education 3. CSIT Graduate Student Initiative I understood that increasing level of research at FSU was an important role for me. We have addressed one critical component of this with AITA discussed above. I suggest that one should also try actively to recruit the best graduate students to FSU in CSIT areas – including CS and other areas. I believe that having fellowships available to students for their first year will be a good strategy. After this time, research grants or TA’s should be effective support mechanisms. I have substantial experience here from my time at Caltech where I successfully improved quality of Physics applicants as head of the Graduate admissions committee for several years. Thus I request 10 fellowships to award to new students each year. Note that this is for any CSIT Ph.D. student and is not aimed at my research group and both admission and fellowship awards would be responsibility of a CSIT committee. 4. Tenure Track Faculty I suggest that CSIT search for up to 4 new faculty in information technology areas like multimedia and collaborative systems. I request that up to 4 funded tenure track lines be available to support qualified candidates working in this area who meet normal approval process of appropriate academic department (probably CS). I do not expect current NPAC personnel to be candidates for such positions. 5. Untenured Teaching and Software Development Faculty I have identified with Ted Baker possible value of (50% state 50% grant) funded untenured faculty lines to support CS programs (see above). I request up to 4 such lines ON GOING. I would be responsible for grant funding here and so this request is for state component. They would only be awarded if CS approved their teaching role. As mentioned above, I have natural candidates for such positions at Syracuse. . 6. Support of Ongoing Research and Move from Syracuse Here I also request state funding for 2 professionals (average salary $60K each ON GOING) who would be core of software development professional staff which I would establish in CSIT. I have 19 such professionals at Syracuse now and would expect that 6- 10 would be interested in moving. I would augment this core money with other grant funded professionals (from Syracuse and fresh hires) to build a quality team able to build complex software like Tango and the object computing systems designed by my group at Syracuse. Further I would like to persuade some quality Syracuse students to transfer to the FSU Ph.D. program in CS. I request a one-time allowance of 4 graduate fellowships for a year to support this. 7. Miscellaneous Requests 1) I need adequate contiguous space for my research including staff, students and key local computer infrastructure. I estimate that I could transfer from Syracuse, funds to support an initial effort with up to 30 people (with about 15 professionals or postdocs) 2) I need business support in areas of grant and other administrative support. My experience is that this is not best done by staff with major responsibility for students and so it would be natural that this be part of CSIT as a research oriented organization. Currently this is done at NPAC by a dedicated staff of 3 people. 3) Given the complexity of moving and my diverse responsibilities, I think it would be wise to have “my person at FSU” who I could always call on to get help. This would be somebody with a title either like “Senior Administrative Aide” or more technically “Project Manager” or “Business Manager”. This person could be part of the staff described in 2). 4) Enough out of state tuition waivers to support students in my group. 5) The fraction of my salary covered should reflect both my research and teaching plus any other roles. At Syracuse half my summer and all my academic year salary is covered. 6) Payment of approved moving expenses for my family and those of people moving from Syracuse to join my group. 7) I would like to (pay for) a reasonable reserved parking spot.
