I was more trying to point out need to relate to work in this area
to give proper context for other WG's if nothing else.
As a random example from an earlier email I answered tonight, you
could conside "event services" for Grids based solely on middle ware
and back-end issues. However if you think about portals, you (to be precise I)
note that events services need to be integrated with client services
like collaboration which are supported by federated events. Thus
thinking about "complete architecture" gives insight to help deliberations
which otherwise could miss key issues.
Thus I was suggesting a working group in the portal area.

Politically I believe best strategy for DoD representative is to ask either John Grosch
(government PET lead) or Charlie Bender (Academic lead)
My choice would be Ginny To (HPTi/ARL)

meetings on Education (Portals).
