use as
{abbrev}(blueword) generates
<a href=actual><!abbrevALIASactual>blueword</a>
(abbrev} without (...) generates actual<!abbrevALIASactual> placed
somewhere legal (?) outside <a ... string where abbrev might be
<! > string is to help later change of map abbrev to newactual
can write {INFOURL}{PCWchap1}(Introduction) where PCWchap1 is
relative address of PCW
Can use abbreviations recursively -- eg
FULLPCW:{INFOURL}/npac/pcw

Alternate syntax is ${..} instead of {}

This is designed to help authoring not browsing
However will be able to peruse list in HTML form where "actual" blue if full URL
