Purpose: Facilitate use of distributed HPC resources by applications
developers and by users based on standard and commodity technologies.

Systems Group (Niki Deliman).  Potentially all CTAs.

Impact: Provides the ability to provide web-based user interfaces to
HPC applications and to simplify application usage of HPC resources.
