Sierra's OpenStack response improved

We are happy to report that we improved the response time when interacting with the management node of OpenStack on sierrra by a factor of 10. We improved the configuration of the database that is used to manage interactions for authentication. This issue did not exists in the essex cloud.


Before: 

$ time nova list

real    0m8.819s
user    0m0.307s
sys 0m0.127s

After: 

$ time nova list

real    0m0.929s
user    0m0.309s
sys 0m0.118s
