Increasing Footprint of Havana: Towards Shutdown of Essex on India

As we have deployed Havana on india, we would like to devote more resources to it and make it available for general use. To facilitate this move, as previously announced, we will be decreasing the availability of Essex, and will eventually cease its running.  Users are able to migrate either to (listed by newest technology first)

* Openstack Havana on India (available to all users real soon)
* Openstack Grizzly on Sierra (available now)
* Openstack Folsom on Alamo (available now)

At the same time, we have seen an increased demand for OpenStack, so we will be moving to devote more resources to it.  We do need to deterimine if you need an OpenStack Essex cloud and identify if we should keep a single server with it up and running.
