Xray will be down for CLE upgrade to version 3.1

Resolution

18-DEC-2012 Status: one of the L0 controllers is not responding after a BIOS reflash. Case has been filed with Cray.

24-DEC-2012 Status: several steps in the upgrade are taking much longer than anticipated. Progress continues but time to return Xray to service is currently unknown. We will continue to update status here.
